Changes Made in Data Expert Version 2000

Description - back to top |

March 27, 2003 |
The IMF and Commercial versions of
the Expert module were combined. From now on, all Data
Expert users will use this single combined version.
Release 3 of the Data
Expert offers two options for importing data. If the input data is in the
old IMF format, then the "IMF format" option
can be used to do the import
function. Otherwise, the "Commercial
Format" option can be used.
The most important difference between these two formats is
the following. The
newer format (dubbed as the "Commercial format") allows users to enter
specific disbursement schedules for existing loans. The older format
(dubbed as "IMF format") does not allow for disbursement
schedules.
Instead, it uses disbursement profiles when projecting future
disbursements stemming from existing commitments. In
general, the "profiled"
method is
more cumbersome and less flexible than the "scheduled"
method. In the new combined version of the Data Expert, users can
choose to use either of the two methods.

The maximum number
of creditors was increased from 100 to 180 in the input data file. This
change was done primarily to maintain consistency with the Strategy
Analyst software. |
| April 02, 2001 |
Two major changes were made in this release of the Data
Expert:
1. Purpose classifications were added. This change was primarily
done to support a new Strategy Analyst data requirement. The Strategy Analyst module was
recently modified to produce reports classifying debt by its purpose. In order to support
this new data requirement of the Strategy Analyst, the Data Expert was also revised to
capture the necessary additional information. A new column (Column D) was introduced in
the Loans sheet of the Expert input files to capture the purpose classification of each
loan. In addition, a new section (Section 9) was added to the Reference sheet to allow the
Data Expert users to define their preferred list of purpose codes. Currently, a maximum of
10 purpose codes can be defined and used in this manner. In the future, based on
experience and user feedback, this limit may be revised.
Note that the intention of this new feature (i.e. purpose classifications) is not
to analyze the purpose of each loan at sector or sub-sector level. Instead, these
classifications are intended to be used for capturing broad categories of debt such as the
distinction between project and program loans. The implementation of this
feature was done in a flexible way that allows the Strategy Analyst and Data Expert users
decide how best to use the purpose classifications based on their specific analytical
needs.
2. A new capability was added to the Data Expert software to allow the users to
enter schedules for future disbursements. Until now, future disbursements
of the existing loans were projected based on user-defined disbursement profiles.
Recently, some Data Expert users identified the need for entering schedules for future
disbursements in addition to the profiles. This capability was added to the software and
it is now available to all Data Expert users. Future disbursement schedules can be entered
for each loan for up to 10 years. Columns AA through AJ of the Loans sheet can be used to
enter this information
The Sample Data Expert files were revised to reflect both of these changes. After
you upgrade your Data Expert software, be sure to review those files to see the exact
nature of the revisions made in the contents and formats of the various data sheets. |

Changes Made in Data Expert Version
1999
Release No / Date |
Description |
| 6. March 01, 2001 |
This release introduces a number of important enhancements
in the Debt Data Expert. The release number was not incremented , it was kept as Version
1999.5, because most of our clients are in the process of upgrading to Version 2000.
However, we recommend that all current 1999.5 Debt Data Expert users, who are not
upgrading to Version 2000 in the immediate future, upgrade to this new release. The
changes made in the software include the following:
1. The *.mac and *.id2 temporary files created by the Expert software were renamed to be
*.ref and *.irf. This was necessary to facilitate using the Expert and Analyst modules in
the same data directory, and sharing the same input data file.
2. The data validation message E-003 generated by the Data-Import command, indicating that
a loan is past maturity date, was removed. This message flagged loans that are fully in
arrears. There are a lot of loans falling in this category. Therefore, it was decided not
to flag these loans as error cases any more.
3. Changes were made in the program to allow entering profile numbers in the Reference
sheet that are not sequential. Until now, the profile numbers had to be in sequence. This
enhancement is relevant to sections 5, 6, and 7 of the Reference sheet.
4. The number of profiles used for variable interest rates, disbursements, and repayments
were increased to 80 (sections 5, 6 and 7 of the Reference sheet).
These same changes were implemented in the Version 2000 of the Data Expert as well. |
5. October 12, 2000 |
The number of profiles that can be created
and utilized for disbursements and for repayments were increased from 50 to 80. This was
done to accommodate the needs of the Eastern European department of the IMF. As a result
of this change, and if required, all Expert users can now increase the number of
disbursement profiles and the number of repayment profiles, up to 80. Note that sections 6
and 7 of the input file "Reference Sheet" are used for capturing these profiles,
respectively. |
4. October 10, 2000 |
A new "Huge" option was added to
the Preferences box, to support larger print fonts. This change became necessary for a new
type of printer in use in some parts of the IMF. |
| 3. January 22, 2000 |
A change was made to better handle the loans paying with an
annuity amortization method and a zero percent interest rate. Such loans are now treated
as equal payment loans. This is because, in the absence of an interest rate, the annuity
calculation is equivalent to the equal payments amortization. This change impacts only
loans with an annuity payment method and an interest rate of zero percent. |
2. December 15, 1999 |
A new option was added to allow the Expert
users to either include or exclude the undisbursed debt from projections. This is handled
with a binary toggle key, (i.e. include/exclude button). Depending on the selection you
make, you will produce different projection results. Both sets of results are desirable to
have, and can be useful in supporting different objectives, or analysis. |
Your suggestions for improvements in
